As a result of the explosion at the Alfred P. Murrah Federal Building in
Oklahoma City, FEMA's Emergency Management Institute (EMI) and the National
Fire Academy (NFA) forward the following training information for your use.
Explosives Training
───────────────────
The Bureau of Alcohol, Tobacco & Firearms (ATF) is, in most situations, the
Federal Agency responsible for the investigation of this type of incident. If
a jurisdiction is interested in putting together a plan on how "first
responders" (i.e. fire, medical, etc.) can best respond to an incident
involving explosives they may contact their local ATF field office in order to
secure training from local ATF agents. The location of the local ATF offices
can be obtained from your local or State police departments. Information on
locations can also be obtained by contacting the Federal Office of ATF,
Explosives Division, Washington, DC at (202) 927-7930.
Emergency Management Institute Training Programs
─────────────────────────────────────────────────
- EMI offers resident and field courses dealing with Mass Fatality Incidents.
The next scheduled offerings are as follows:
Resident Offering (Emmitsburg, MD)
Mass Fatalities Incidents Train-the-Trainer Course (E403) -
September 25-29, 1995
The present course is designed to accommodate 35 participants. If
applications and/or interest exceed this number, an additional offering
may be scheduled.
The field offerings of Mass Fatalities Incident Course (G386) are
offered through the State Offices of Emergency Management. Contact the
State Training Office to obtain information on their offerings.
U.S. Fire Administration (USFA) Technical Rescue Programs
─────────────────────────────────────────────────────────
- USFA has developed an extensive library of publications addressing
technical rescue issues and incidents. The following information is
provided to assist you in this area.
Technical Rescue Technology Assessment:
───────────────────────────────────────
Examines the equipment and technology which can be used for technical
rescue operations, which not only includes Urban Search and Rescue/Building
Collapse Rescue, but also includes: Confined Space Rescue (for which there
is a new OSHA standard, 29 CFR 1910.146); Trench Rescue; Water Rescue; Rope
Rescue; Agricultural and Industrial Machine Rescue; and other special
rescue operations. This publication examines what technology is available
or can be made available to support and assist the fire service community
in their development of technical rescue capability.
Guide to Funding Alternatives for Fire and EMS Departments:
───────────────────────────────────────────────────────────
Addresses how local fire departments can obtain funding for Technical
Rescue Equipment, teams, etc.
USAR Protective Clothing and Equipment Project:
───────────────────────────────────────────────
Examines the protective clothing and equipment which can be used by the
local fire and emergency response community in performing USAR and other
technical rescue operations. This is an examination of performance
requirements of protective clothing for USAR and technical rescue
operations. The information in this project can be used by technical
responders to enhance their safety during USAR and technical rescue
operations by having the proper personnel protective equipment.
EENET Videoconferences:
───────────────────────
USFA has had three EENET Videoconferences dealing with USAR. The first
dealt with familiarizing the American fire service community with USAR
(1990); the second discussed initial response strategies when a local
fire department is confronted with a USAR incident (1992); and the third
covered safety issues and considerations for USAR and other Technical
Rescue Operations (1993). All will assist the American fire service
community in their development of USAR and technical rescue capability.
- The National Fire Academy (NFA) Training Courses

Command and Control of Fire Department Operators at Natural and
Man-Made Disasters:
───────────────────────────────────────────────────────────────
This course addressed fire and rescue department operations at disasters
that may require interagency and inter-jurisdictional coordination. One
of the units in this course is concerned with fire and rescue operations
at civil disturbances and terrorist activities. The primary focus for this
course is directed at the operational component of the fire departments
response to these incidents. Emphasis is placed on command and control,
advanced applications in incident command, ICS/EOC interface, the
Integrated Emergency Management System, evacuation and sheltering, and
communications. Simulation is a major component of this course.
Hazardous Materials Incident Scene Management:
──────────────────────────────────────────────
Focuses on the legal, managerial and tactical operational responsbilities
of the incident commander at the hazardous materials incident. It
addresses the competencies of Incident Commander as defined in 29 CFR
1910.120 or 40 CFR 311 and NFPA Standards 471 and 472.
Fire/Arson Investigation:
─────────────────────────
This 2 week course deals with the investigative techniques surrounding
bombings, fire and arson.
Also available is a training package entitled "Rescue Systems I" which
deals with structural collapse. This package can be obtained through the
National Training Information System (NTIS), 1-800-553-NTIS.
